Why is the Goa govt not listening to parents' voices?

Parents across Goa have voiced strong opposition to the decision to start the new academic year in April 2025, citing concerns over student well-being, teacher workload and inconsistencies in the implementation of the National Education Policy (NEP) 2020. I understand that respective parents have made genuine representations with facts supporting their case but despite all this, the Goa Govt stands adamant and refuses to listen to reason.  It appears to me that the Goa CM Pramod Sawant's priority is to appease his political bosses from outside Goa on how a "loyal soldier" is blindly following orders  without taking into account the ground realities in Goa and requests from people of Goa. The key question to be asked here is are the children of these Goa Education Policy makers/implementers studying in the same type of affected schools? This is yet another significant way on how this dictatorial government functions. There are only certain non-state (lobbies and  political powers/bosses)  parties that the current Goa government wishes to please; the rest i.e. the genuine interests of people of Goa do not matter.
