In order to ensure earthquake-resistant constructions in Goa, buildings should be designed and built according to relevant building codes, incorporating techniques like reinforced concrete frames, bracings, and shear walls to distribute seismic forces and minimize damage. We should not wait for the ultimate consequences of earthquake and then learn lessons. Building standards and codes provide the first line of defence against potential earthquake damage and ensure safety in buildings designed and constructed in conformance with the codes. Goa is located in a moderate intensity seismic zone (Zone III). But we should be careful without waiting for earthquake prediction. Goa Land Development and Building Construction Regulations, 2008: These regulations outline the requirements for earthquake-resistant construction in Goa. However, are buildings constructed according to technological norms as per law enforced in Goa ? Are buildings in Goa being inspected every five years for safety purpose ? What is the status of Junta House building in view point of earthquake ? In a RTI letter, I had asked information about structural stability certificate of a building, however, I received reply stating that application was referred for legal advice. This helps us in no way.
